In brief

No African city passes every headquarters test, and many companies now split the job between cities.

We tested 16 African cities and Dubai on reach, cost, currency and talent, and assembled 91 named, sourced cases of where organisations run Africa from. The leaders differ on each test: Addis Ababa on air reach, Cape Town on cost, Casablanca on stability and Cairo on talent. Casablanca tops the Heirstone Africa HQ Index under every weighting tested, yet no city passes the gates for all five headquarters roles.

  1. Many groups still manage Africa from abroad.

    Dubai Chambers counted 30,409 African member companies in 2025, many of them traders. In Infomineo's 2017 count of Global 500 firms, Dubai hosted 155 regional headquarters for the Middle East or the whole region and Johannesburg 29. Airtel Africa, Helios Towers and Vivo Energy are based in London.

  2. At most hubs, one airline sets the reach.

    Addis Ababa reaches 38 of the 53 other African capitals non-stop, and Ethiopian Airlines flies 97% of its routes. Istanbul reaches 29 and Dubai 17. Cairo, Africa's busiest airport with 31.1m passengers in 2025, reaches 18 capitals.

  3. The air map splits by language.

    All six pairs among the four francophone and Maghreb cities tested have a non-stop flight, and 16 of 21 among the seven anglophone ones. Across the language line only 5 of 28 do. Casablanca reaches all 12 ECOWAS capitals, while Lagos, Accra, Abidjan and Dakar each reach 6 of the other 11.

  4. Schools and housing cost more than offices.

    For a 50-person headquarters with eight expatriate families, office rent is 8 to 33% of the location cost in nine cities and schooling 28 to 66%. The bill is about US$1.69m a year in Dakar and US$0.56m in Cape Town. Lagos has Knight Frank's dearest prime offices, US$55 per sq m a month.

  5. Hard-anchor currencies held their value.

    The CFA franc gained 3.7% against the dollar since end-2015 and the Moroccan dirham 1.0%, while the naira, Egyptian pound, kwanza and birr each lost about 85% or more. Among African candidates only Morocco and Mauritius hold an investment-grade S&P rating.

  6. Five roles, and no city passes every gate.

    Only Addis Ababa and Nairobi pass the gateway test, and among African cities only Johannesburg, Cape Town and Casablanca pass the command test. Casablanca reaches 6 of 22 anglophone capitals, but paired with Johannesburg it reaches 45 of 54 African countries non-stop.

What is the best city for an Africa regional headquarters?

No single African city passes every test. Casablanca ranks first in the Heirstone Africa HQ Index under all four weightings tested but reaches only 6 of 22 anglophone capitals, so many companies split the job, for example between Casablanca and Johannesburg, which together reach 45 of 54 African countries non-stop.

Is Nairobi or Johannesburg better for an Africa headquarters?

They suit different roles. Nairobi passes the gateway gate, with 22 African capitals non-stop and a 0.962 visa openness score, but fails the command gate on its B rating and 10% tertiary enrolment. Johannesburg passes the command, service and bloc-office gates but scores 0.377 on visa openness.

How much does it cost to run a regional headquarters in Africa?

For a 50-person headquarters with eight expatriate families, Heirstone's model puts the yearly location cost at about US$0.56m in Cape Town and up to US$1.69m in Dakar. Schooling is 28 to 66% of the bill and office rent 8 to 33%.
