In most of the markets where Heirstone works, the binding constraint on real estate and construction investment is not capital or demand. It is the time and uncertainty between a decision to invest and a permit in hand, a title registered, or an asset lawfully occupied. What is digital transformation in the real estate and construction sectors?

It is the redesign and digitisation of the government services that property and construction activity depends on — building permits and construction licensing, land registration and property transfer, compliance and inspection, and the asset data generated by public construction. The objective is not a portal but a shorter, more predictable path from investment decision to delivered asset, with a reliable public record behind it.

Do you build the technology, or advise on it?

We advise. Our work covers the diagnostic, the process and regulatory reform, the target service design, the functional architecture and the procurement and rollout strategy — the decisions that determine whether a platform investment succeeds. We are deliberately independent of any vendor or platform, and we work alongside the systems integrators that build and operate the solution.

Why does digitisation so often fail to reduce approval times?

Because the underlying process is usually digitised rather than redesigned. If four departments each require the same document and review sequentially, an online form simply moves that sequence onto a screen. Meaningful reduction comes from removing duplicated approvals, introducing risk-based review tracks, and integrating the registers that hold the evidence — which is why we treat regulatory simplification as a precondition rather than a later phase.
