Most government digital programmes deliver a portal and leave the underlying service unchanged. We work the other way round: define the outcome the citizen, investor or contractor actually needs, redesign the service around it, and only then specify the digital channel that delivers it.

Our Methodology

Segmentation & Demand Evidence

Users of land and construction services are not one audience. We separate the individual homeowner, the small contractor, the institutional developer and the foreign investor, and size the transaction volume each generates — so that design effort and channel investment follow where the load and the economic value genuinely sit.

Service Journey Mapping

We document the current journey across every channel and department, including the offline steps, informal intermediaries and repeat visits that rarely appear in official process maps, and quantify the time, cost and documentary burden the user carries. This is the evidence base for redesign, and often the most uncomfortable document in the programme.

Target Service Design & Standards

We design the target service around a defined outcome and publish it as a standard: what the user submits once, what the state resolves internally, the guaranteed turnaround, and the escalation route when it is missed. Digital, assisted and in-person channels are designed as a single service rather than competing front doors.

Adoption, Capability & Measurement

A well-designed service still fails on adoption. We plan migration away from legacy channels, define the front-line capability and content needed to support users through the change, and establish measurement — completion rate, time to outcome, assisted-channel volume, satisfaction — that shows whether the redesign is working in practice.
