Governments commission enormous volumes of construction and inherit almost no usable data from it. We advise on the standards, mandates and information requirements that turn project delivery into a durable asset record — and on where a digital twin genuinely earns its cost rather than becoming an expensive visualisation.
We define what the client organisation actually needs to receive, at which project stage and in what format — aligned to ISO 19650 where appropriate — and translate that into asset information requirements precise enough to be written into contracts rather than aspired to in policy.
A BIM mandate the local supply chain cannot meet produces non-compliance, not better data. We assess contractor and consultant capability, set proportionate thresholds by project value and type, and phase obligations so that the market has time to invest ahead of enforcement.
We test candidate use cases — operations and maintenance, energy and utilities performance, capacity and space planning, infrastructure condition monitoring — against the data each would require and the decision it would improve, and recommend only those where the operational benefit exceeds the standing cost of keeping the model current.
Asset data decays without an owner. We establish where information is held after handover, who is accountable for its currency, how it connects to the estate and maintenance systems already in use, and what capability the client body needs in order to be an intelligent recipient of what it has mandated.
